The project Enhancingthe quality of social services by applying the EQUASS quality system No.08.4.1.-ESFA-V-421-01-0001, was launched in March 2017 and it has been runningin Lithuania for a period of 2 years already.
The aim of the project is to develop the quality of social services in Lithuania by applying the requirements of the Voluntary European Quality Framework for Social Services. There are plans to install the EQUASS system in 120 social services providers in Lithuania within five years of the project implementation. The manager and coordinator of the project is Valakupiai Rehabilitation Centre (VRC) in cooperation with the European Platform for Rehabilitation (EPR).
The EQUASS qualification system comprises 10 Principles for Quality that are based on universal values and are recognised in Europe. One of those Principles for Quality is about Rights:
“Social Service Providers are committed to protect, promote and respect the rights of the person served in terms of equal opportunities, equal treatment and freedom of choice, self-determination and equal participation. This commitment is visible in the organizational values and in all elements of service development and service delivery of the social service provider. Social Service providers ensure that persons served understand and approve all their proposed individual interventions”.
Each social services organisation, seeking to comply with the requirements of the EQUASS quality system, needs to define the rights of the service users of the organisation by referring to international conventions of human rights; respect them and assess how are the requirements to ensure the services users‘ rights met and guaranteed in their practice.
In the meantime, audits are taking place in the first 20 social organisations that seek to comply with the requirements of EQUASS. It is expected that the first organisations will receive certificates in spring 2019.
